
The Russian Ministry of Transport will increase fines for airlines for late arrivals at their destinations. The corresponding draft amendments to the Russian Federation Air Code have been posted on the Federal Portal of Draft Regulatory Legal Acts.
The new bill implies an increase A fine paid by the air carrier for every hour of delay from the stated arrival time. According to the Ministry of Transport, these changes are intended to increase carriers' liability for flight delays.
Currently, airlines pay a fine for delayed delivery of passengers, baggage, or cargo equal to 25% of the minimum wage for each hour of delay, up to a maximum of 50% of the fare. However, carriers can avoid monetary penalties if they can prove that the flight was delayed due to force majeure, the repair of an aircraft malfunction threatening the lives or health of passengers, or other circumstances beyond the control of the airline's employees.
This provision has remained unchanged since 2000. The bill states that the need for changes arises due to the increase in the overall price level in the economy. If adopted, the bill will enter into force in February 2018.
