Rostourism's expert review awarded first place to the Tver Region's investment project to create the Volga Sea cluster. The project was included in the federal target program "Development of Domestic and Inbound Tourism in the Russian Federation" for 2019–2025. received 90 points and took first place out of 69 projects from different regions of Russia.

The Volga Sea cluster will include the Zavidovo project and the cities of Kalyazin, Kimry, Konakovo, Tver, and Vesyegonsk. The cluster's development plans call for the creation of a transportation hub, hotel complexes, and a water park in Zavidovo. The project will also include the construction and renovation of related facilities, improvement of embankments, and the creation of new museum complexes.
The Volga Sea will increase travelers' interest in water tourism and attract tourists to the Upper Volga basin, where all-season resorts will be established.
»The implementation of these plans will take the region's tourism industry to a whole new level, create new jobs for our residents, and increase the flow of tourists to the Tver region.», — he emphasized Governor of Tver areas Igor Rudenya.

Chairman of the Board of Directors of Agranta Group Sergey Bachin, which includes the Zavidovo project, commented on the results of Rostourism's expert assessment of the investment project to create the Volga Sea cluster: "We were confident, and had no doubt, that the Tver Region's investment project would prove to be one of the best. We believe that the Volga Sea cluster could become a project of national significance."

The creation of the Volga Sea tourism cluster in the Tver Region is estimated to cost 9.1 billion rubles. The cluster will be completed by 2025. It is planned to allocate over 1.4 billion rubles from the federal budget, approximately 0.5 billion rubles from the Tver Region budget, and over 7.2 billion rubles from extra-budgetary sources.
