
St. Petersburg authorities intend to completely ban rooftop tours in the city center organized by private guides by the end of the year. According to Acting Governor Alexander Beglov, such excursions are unsafe and, most often, illegal.
According to Rosbalt, rooftop tours are most popular during holidays, such as City Day or the Scarlet Sails festival. Tourists enjoy watching fireworks from the rooftops. However, to gain access to the rooftops, illegal guides break down attic doors, where numerous utility lines are located.
Rooftop tours are being combated through video surveillance in attics and entryways. The city legislature previously passed a law imposing fines on illegal rooftop tours in St. Petersburg.
