Airline passengers will lose two kilograms and tags.

A new version of amendments to the Federal Aviation Regulations (FAR) has been presented. The Ministry of Transport has proposed weighing carry-on baggage, eliminating tags, and reducing the allowable baggage weight, according to the Obshchaya Gazeta newspaper.

According to the new document, air passengers are required to present all carry-on baggage, including backpacks, bassinets, and strollers for weighing at the carrier's request upon check-in or boarding.

The Ministry of Transport is also proposing to abolish "carry-on" tags. Currently, the Federal Antimonopoly Service formally requires that such tags be attached to all items passengers take into the cabin during check-in. However, in practice, this requirement is being observed less and less frequently, as many passengers check in online and don't show up at the counters.

Another new rule is a reduction in the maximum baggage allowance per piece from the current 32 kg to 30 kg. According to experts, this rule is intended to protect the health of baggage handlers and does not apply to the free baggage allowance, which in economy class is typically 23 kg. At the same time, the new "30 kg" limit will conflict with international practice, where the limit is 32 kg.

A fresh set of amendments, developed by a working group involving the Ministry of Transport, airlines, and State Duma and Federation Council deputies, is currently undergoing an anti-corruption review. The document could be adopted as early as October.
