However, as it turns out, not all market participants agree. share this position.

The document states that "due to strict technical requirements, the hotel classification process has become difficult for businesses." The message also mentions a proposal to minimize mandatory technical equipment requirements, simplify the system itself, and extend the validity of classification certificates from three to five years, arguing that "the classification process is becoming an excessive burden for businesses and does not take into account the economics of hotel industry facilities."

However, as experts emphasize, the mandatory hotel classification procedure has only just begun to bear fruit—in terms of improving the technical equipment of accommodation facilities, assessing their quality, improving staff qualifications, etc.

"Yes, the regulatory framework may not be entirely perfect; this issue is currently being addressed by the 'regulatory guillotine' working group on tourism and the Classification Council of the Russian Ministry of Economic Development. The work is ongoing, and now is precisely the time when, before the end of the year, we can thoroughly 'clean up' the regulations, bringing many things into order," he told TRN. President of the Russian Hotel Association (RHA) Gennady Lamshin.

As for the mandatory hotel classification procedure, if it were replaced with a voluntary one, this, according to the Russian State Archives, would throw the hotel market back to the last century.

"We've been working toward mandatory classification for a long time. The decision was supported by all relevant public organizations, including the Russian Union of Travel Industry and the Russian Hotel Association, and adopted by the State Duma, the Federation Council, and the President of Russia. It was truly a breakthrough—for both the hotel and tourism industries. Today, the positive results are clear, and a great deal has been accomplished: thanks to the classification (all hotels with 15 or more rooms have already received certificates, leaving only very small mini-hotels), it's finally possible to determine the exact number of accommodation facilities in the Russian Federation, as well as their room stock. It's now possible to monitor the condition of the facilities and the level of staff training," the expert emphasizes.

Moreover, the Russian State Archives believes it's wrong to talk about an "exorbitant financial burden." For example, the average cost of classification for a 3-star hotel with 100-150 rooms (and there are indeed many of these in Russia) is approximately 35,000-40,000 rubles, with the certificate valid for three years. If you break the payment down by month, the total comes to just 1,000 rubles per month: for any hotel business of this size, the expert believes, this is practically negligible.

"In cases where obtaining a certificate required investing in hotel renovation and staff training, we agree that it's more expensive. However, even here, the costs are not prohibitive and are entirely justified: after all, tourists—especially international ones—are already aware of the mandatory classification of accommodation facilities in the Russian Federation and always pay attention to the star rating when choosing a hotel before their trip. They value quality service, and officially confirmed star ratings guarantee this. Only through mandatory classification can we promise consistent service quality to both foreign and Russian guests. And it's precisely thanks to this classification that we've already achieved an increase in tourist traffic. So, in this sense, it's already proven its worth," concluded Gennady Lamshin.

We would like to add that the Russian State Administration has currently contacted relevant hotelier communities and associations, including those from the regions, asking them to express their opinions by preparing relevant appeals to the Russian Ministry of Economic Development.

Source: trn-news.ru

This week it became known that the association of entrepreneurs "Opora Rossii" sent a letter to the new head of the Ministry of Economic Development with

[1

post-63381","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-novosti
