The Association of Tour Operators of Russia (ATOR) reported that Israeli hotels have introduced mandatory B2 control inserts for Russian tourists, which they receive upon entry into the country. Upon presentation of this document, foreigners are exempt from paying taxes. VAT.

This change applies to Russian tourists entering the country with a B2 entry control insert, as well as B/2, B/3, and B/4 visas, provided that the travel provider has the tourist's passport information. This document must be retained throughout the trip and after its completion.
"This document confirms that the visitor to the country is indeed a tourist. This insert can also be used after the trip to confirm the travel history," representatives of the Israeli Ministry of Tourism reported.
According to Association of Tour Operators (ATOR), Israeli hotels introduced a new rule on October 25. If foreigners fail to present this document, the hotel has the right to charge VAT in the amount of 17%. Previously, tourists did not pay VAT, and hotels, in turn, did not request the document. Now, however, this procedure has become mandatory.
According to Israeli law, tourist services are subject to zero VAT: food, drinks, overnight stays in hotels, swimming pools, car rentals, transfers during excursions, etc.
