As of June 12, 2019, changes to the procedure for minor Russian citizens to travel abroad will come into effect, concerning restrictions imposed by one of their parents.
From this date, the Border Service of the Federal Security Service of Russia will no longer accept statements from citizens expressing their disagreement with a child's departure abroad. Parents, guardians, and trustees must now submit this document to the regional (district) migration department of the territorial bodies of the Ministry of Internal Affairs of Russia at the place of residence (stay) of the applicant or the child for whom the application is being submitted.
According to TASS, a statement of disagreement with a minor's departure abroad may also be submitted to diplomatic missions or consular offices of the Russian Federation at the applicant's permanent place of residence outside the Russian Federation.
