The "Electronic Travel Voucher" system may not be fully operational until January 1, 2018, due to the lack of necessary regulations. This was discussed at a meeting of the Public Council under the Federal Agency for Tourism on Wednesday, Interfax-Tourism reports.

Nikolai Korolev, Deputy Head of Rostourism, told reporters that the agency is ready for commercial operation of the "Electronic Travel Voucher" system, but requires regulatory documents that have not yet been adopted. A Rostourism representative said he has no information on when this will happen. He does not rule out the possibility that, due to the lack of regulatory documents, the project could be launched later than January 1, 2018, as previously planned.
N. Korolev also explained that several stages were completed to launch the system: regulatory framework, technology development, and voucher implementation.
"Law 132 has been passed, we're completing the second stage; we're ready from a professional and industrial standpoint. The next stage is the necessary regulatory framework, and then we'll work on promotion," explained the deputy head of Rostourism.
"Electronic Travel Voucher" is an information system into which tour operators must enter data on each sold tour starting January 1, 2018. This information will be used to generate a document with a unique number. Tour operators are currently testing the system by uploading data on sold tour packages.
