The Federal Agency for Tourism reports that, according to information from Rosaviatsia, a restriction on the validity period of the air operator certificate of AZUR Air has been introduced and the agency has sent a letter to this airline regarding the need to terminate it. booking and issuing tickets under contractual relationships with tour operators, as well as selling the airline's own tickets for flights departing after March 19.
At the same time, Rosaviatsia is receiving information regarding the continued issuance of tickets for AZUR Air flights departing after March 19, 2018, under contracts for the sale of tourism products, which could lead to widespread violations of passenger (tourist) rights and the creation of social tensions in the country.
In this regard, Rostourism draws the attention of tour operators who create and sell tourism products that include transportation on AZUR Air flights with departures after March 19, 2018, as well as travel agents who sell such tourism products, to the need to:
— termination of the formation and sale of tourism products, which include transportation on flights of AZUR Air with departures after 19.03.2018;
— the tour operator taking the necessary measures to ensure guarantees of transportation for paid tours with transportation on flights of AZUR Air with departures after 19.03.2018 on flights of alternative carriers;
— termination of sales of airline tickets (excluding tourist products) for flights of AZUR Air with departures after 19.03.2018;
— adjustments to flight programs in this regard and the search for alternative carriers.
At the same time, we remind tour operators that, in accordance with Article 9 of Federal Law No. 132-FZ of November 24, 1996, "On the Fundamentals of Tourism Activity in the Russian Federation," tour operators are obligated to ensure the provision of all services included in the tourist product to tourists, regardless of who was supposed to provide or provided these services, and are liable for their failure to provide them or their improper provision.
It should be noted that the main customer of Azur Air charter flights and the airline's strategic partner is the tour operator Anex Tour.
