Guides with foreign citizenship may be banned from working in Russia

A bill requiring mandatory Russian citizenship and specialized training for guides working in Russia has been submitted to the State Duma for consideration. The corresponding document has been posted in the lower house's electronic database.

 

 

As it became known, The initiative was put forward by LDPR deputy Anton Morozov. "The requirement for Russian citizenship is essential, as Russian citizens, whether by birth or by acquisition of citizenship, possess the necessary skills to market tourism products, such as proficiency in Russian and knowledge of cultural and historical traditions and the development of the Russian state. The requirement for higher professional education and additional education in culture and/or tourism corresponds to the current requirements approved by Order No. 220n of the Russian Ministry of Health and Social Development dated March 12, 2012, 'On Approval of the Unified Qualification Handbook of Managerial, Specialist, and Employee Positions, Section 'Qualification Characteristics of Employee Positions in Tourism Organizations' (Bulletin of Regulatory Acts of Federal Executive Bodies, No. 29, 2012),'" the explanatory note states.

It also notes that the legislative consolidation of these requirements will eliminate situations of unprofessionalism and incompetence in the provision of tourism products by tour guides and guide-interpreters, the distortion of Russian history by foreign specialists, and will further provide citizens of the Russian Federation with guarantees and advantages when seeking employment in the tourism sector in the Russian Federation.
