To preserve affordable temporary accommodation, it's necessary to separate hotel services from short-term rentals for tourists, according to Economic Development Minister Maxim Oreshkin.

“Here we see the main task to distinguish between short-term "Rent and hotel services. This will allow us to maintain affordable accommodations where it doesn't disturb residents, which is crucial for attracting different types of tourists. For St. Petersburg, this issue is especially critical," he said, according to RIA Novosti.
As a reminder, on Wednesday, April 10, the Federation Council, as amended by the conciliation commission, approved a law banning hostels in apartment buildings effective October 1, 2019. The law prohibits hostels from being located in apartment buildings. In other words, using apartments as hostels and providing hotel services there is prohibited. The bill also stipulates that hotel services will only be permitted after the residential premises are reclassified as non-residential.
