TURPOMOSHCH has established a payment procedure for Natalie Tours clients.

On Wednesday, October 10, at the All-Russian Union of Insurers, representatives of the All-Russian Union of Insurers, Tourpomoshch, RST, ERV and Ingosstrakh discussed the payment procedure for securing customer claims against Panorama Tour LLC (Natalie Tours), and the synchronization of actions for paying insurance compensation. obligations to tourists, as well as the procedure and conditions for compensating tourists for damages from the tour operator's personal liability fund. As it turns out, clients of the defunct tour operator cannot expect to receive a full refund for their purchased travel packages.

According to a report on the website of the Tourpomoshch association, the amount of the claims filed exceeds the insured amount under the insurance contracts concluded between Ingosstrakh and Panorama, and therefore the payment of insurance compensation is made proportionally to the amounts of money specified in the claims.

As Turpomoshch emphasized, due to the fact that the tour operator's existing financial liability coverage for outbound tourism is insufficient to cover damages, further payments will be made from the company's personal liability fund:

"The difference between the monetary amount of actual damage and the monetary amount received by the tourist and/or other customer under the tour operator's civil liability insurance contract for failure to fulfill obligations under the contract for the sale of a tourist product (insurance compensation) and/or a bank guarantee in accordance with Article 17.5 of the Federal Law (Clause 4.1 of the Government Resolution) shall be reimbursed from the funds of the personal liability fund."

However, even taking into account payments from the "Tourist Assistance" fund, tourists will still not have enough money:

"Panorama Tour LLC has currently established a tour operator personal liability fund in the amount of 5,625,000 rubles. The compensation amount from the Tourpomoshch personal liability fund will, on average, amount to one tenth of the insurance compensation, as the tour operator personal liability fund was only established on January 1, 2017, and has not yet reached the 7% limit established by law. The entire aforementioned amount will be paid to tourists in proportion to the actual damages," the association clarified.
